Julie Melgosa Benmellah is an educator, author, and dual language specialist whose work spans classroom, district, and systems-level leadership. With over 29  years of experience in bilingual education, she created the Framework for Biliteracy Foundational Skills to support schools in implementing linguistically responsive, research-based foundational skills instruction across Spanish and English.

Her book, Unlocking Biliteracy, provides a practical blueprint for designing coherent instruction that reflects the goals and realities of dual language bilingual education. Julie has contributed to state initiatives and collaborated with educators nationwide through curriculum design, professional learning, and systems consultation. She is the founder of JMB EduResources & Consulting and lives in Colorado.
