Former North Carolina Department of Public Instruction World Languages Consultant and then Section Chief for Arts Education, ESL and Title III, Healthful Living, Student Support Services and World Languages. Managed Title III and three Foreign Language Assistance Grants including Statewide Infrastructure to Support Dual Language/Immersion programs. Appointed as the Special Assistant for Global Education to manage the North Carolina State Board of Education Strategic Global Plan for expanding dual language/immersion programs in public schools through research projects, professional development, policy and legislation, collaboration with universities on teacher/administrator licensure and certification and establishing a North Carolina Seal of Biliteracy. Prior to joining NCDPI was a French and German teacher for 12 years in Hickory North Carolina and was appointed to several district level projects.

Claudia Obregón-Cabrera, Ph.D.: As Assistant Director, Claudia leads dual language instruction and innovative research across four SAISD campuses within UTSA’s 1882 Community Lab School network. A first-generation Ph.D. graduate from the University of Texas at El Paso, she brings nearly 20 years of bilingual education experience— as a dual language teacher, curriculum specialist, and coordinator. Her research examines dual language teacher language ideologies and the reclassification of emergent bilingual students, exploring how educators navigate systemic power dynamics during this process. She regularly presents at local, state, and national conferences, collaborating with educators to amplify their voices, address challenges, and ensure students thrive in dual language education.

Dr. Olivia Hernández is a Consulting Partner in TNTP’s Southwest Division, where she leads partnerships supporting multilingual learners and advises on the design and implementation of dual language programs. She has served as a bilingual elementary teacher, principal, bilingual director, and assistant superintendent. Dr. Hernández led the expansion and extension of dual language programs in Austin ISD and San Antonio ISD. She also led the creation of UTSA’s 1882 Community Lab School network, which includes Mark Twain Dual Language Academy and Washington Irving Academy. She is a contributing author to Critical Consciousness in Dual Language Bilingual Education: Case Studies on Policy and Practice.
